China's 2027 Vape Export Tax Rebate Changes: What Should Nicotine Pouch Manufacturers Consider?

China's latest export tax policy adjustment is drawing attention across the nicotine and vaping industries.
On October 12, 2026, China’s Ministry of Finance and State Taxation Administration announced that VAT export rebates for certain e-cigarette devices and related products will be cancelled, effective April 1, 2027.
For manufacturers and investors in the broader nicotine industry, the announcement raises an important question:
How should businesses prepare their manufacturing operations for an increasingly complex regulatory and cost environment?
What Has Changed?
Under Announcement No. 29 of 2026, VAT export rebates will be removed for specified e-cigarette devices and related products starting April 1, 2027.
The affected products are defined by the specific customs codes in Annex 2. The list includes e-cigarette devices as well as nicotine and its salts; it should not be read as applying to every product associated with the nicotine industry.
However, an important distinction must be made.
Electronic cigarettes, tobacco-free nicotine pouches, and industrial packaging machinery are different product categories.
The announcement does not automatically mean that nicotine pouch packaging machines are subject to the same rebate cancellation. Applicable tax treatment depends on the specific product classification and customs code.
Why Does This Matter to Nicotine Pouch Manufacturers?
Although nicotine pouches are not the same as vaping devices, manufacturers operating in the wider nicotine industry should pay attention to regulatory and cost developments.
For companies planning new production facilities or expanding existing capacity, equipment investment decisions need to consider more than the initial purchase price.
Production efficiency, operating costs, packaging consistency, maintenance requirements, and regulatory compliance can all influence long-term profitability.
As markets evolve, manufacturers may need to reassess how their production lines are designed and operated.
Packaging Efficiency Is Becoming More Important
For nicotine pouch manufacturers, packaging is not simply the final step of production.
It can directly affect production capacity, product consistency, material waste, and delivery schedules.
When evaluating a nicotine pouch packaging line, manufacturers should consider several practical questions:
- Production capacity: Can the line meet current demand and support future expansion?
- Automation: How much manual handling is required between pouch production, counting, can filling, and labeling?
- Packaging accuracy: Can the equipment maintain consistent pouch counts and reliable sealing?
- Changeover flexibility: How easily can the line accommodate different pouch sizes, filling materials, and packaging formats?
- Operating costs: What are the expected labor, maintenance, energy, and packaging material requirements?
A production line that looks economical at the purchasing stage may become expensive if frequent downtime, inefficient material handling, or difficult maintenance affects daily output.
What Should Manufacturers Do Before Expanding Production?
For companies considering new nicotine pouch manufacturing capacity, we believe three areas deserve particular attention.
First, evaluate the complete production process.
Instead of looking at individual machines in isolation, assess how pouch forming, filling, sealing, counting, can filling, capping, labeling, and secondary packaging will work together.
Second, compare actual operating costs, not just equipment prices.
Line speed alone does not determine profitability. Actual output, product rejection rates, labor requirements, machine availability, and maintenance costs all matter.
Third, plan for flexibility.
Manufacturers serving multiple brands or producing different pouch specifications may benefit from equipment that supports practical format changes and future capacity expansion.
The goal is not simply to buy a faster machine. It is to build a production system that remains efficient as business requirements change.
Our Perspective at TORVEKA
At TORVEKA, we work in packaging machinery, including nicotine pouch packaging and automated downstream packaging solutions.
We see an important distinction between short-term regulatory developments and long-term manufacturing decisions.
While tax policies can change, the fundamental priorities of production remain consistent: reliable equipment, stable output, controlled operating costs, and dependable technical support.
For manufacturers planning a new nicotine pouch production line or upgrading existing packaging operations, understanding the complete production process is an essential starting point.
The question is no longer simply how fast a machine can run, but how efficiently the entire line can operate.
